The Arkansas Extension Agricultural Engineers have developed software to assist in planning flood irrigation systems. You must supply data on soil type, field slope, slope length, amount of water you wish to apply, etc. The software will provide data on how many gallons per minute per foot of field width you should apply as well as how long it will take to irrigate the area. The Extension web site should have information on this software or you can email one of their engineers.

You could also contact someone like TWRaska who has a lot of flood irrigation experience.
