Subject: Arial Image Overlay in photoshop or Paintshop pro

I would like to overlay a jpg image downloaded from beacon onto an image that is already geo-referenced to use in apex or SMS to make boudaries from property lines or scanned arial photos to make GPS polylines to represent tile lines. Is there a way to select points on an image and make it resize the image to match points on the background. Ive been doing over the years in Photoshop by just "free transform" adjusting and moving the image but was looking for an easier way. Here is an example of what I have been trying to have it look like in the end. I have Photoshop and painshop pro if there is an option in either. OR is there an easy way to modify or make a custom .jgw file that gives the jpg its geoposition?, There are only a few numbers when its opened as a notbook file I assume it is just a LAT/Lon but not sure what part of the map that represents.
