I would go back into the industry and take only a modest salary... but I would have a hard, non-negotiable requirement.

If I were working in cyber-security, for the good of the nation and whichever company employs me, I would be entirely happy with a modest salary of, say, $100K/year, no raises or stock options necessary. I'd even forego other benefits such as health insurance, retirement plans, etc. So pay me $50/hour across the table as a consultant if that makes it easy.

But the non-negotiable requirement would be this:

I must have the authority to fire anyone in my management chain, clear up to the CEO, for stupidity. 

They'd balk at that requirement even if I asked for a salary of only $10.00/year.
