Farm I live on now looked almost identical to those pics when we moved here. Had 1 gulley that was (not exagerating) 5 ft deep and 5ft wide. It had been neglected for 15 years-terraces farmed over top, etc.

We got some NRCS share and they paid 1/2 of about $38,000 worth of work on 100 acres, I paid 10%, landlord (parents) paid 40%. Tore out old waterways, had new ones put in, couple terraces added, had gulleyes filled, compacted, and regraded. BIGGEST DIFFERENCE maker by far was adding several thousand feet of tile. Need a pro to tell you where but I know they put a lot of it on the uphill side of those gulleys.

You would not recognize that farm now. Not that we don't have occasional washes but nothing like that since, nothing that can't be filled with 2 passes with a disk.

From the looks of some of those my novice opinion is I don't think a cover crop, no-till or anything is going to hold that until you get the soil better drained.
