I would suggest pouring a pad and setting the bin on the pad. We moved an 18'3 ring (sold the bottom 2 rings years ago) with a 100hp MFWD tractor with a 12' long chunk of highline pole chained to the bucket to the center of the bin with the loader all the way up and it handled it just fine. On that size bin, 1300# would be pushing it for weight. It would not be hard to pickup the bin, move it out of the way, pour a pad, and set the bin on the pad, and anchor down with angle iron braces. After it is anchored, frame inside the bin where you want the door and cut out the opening. Those sheet are thin enough that steel roof tin screws will self drill to anchor the wood frame to the bin. You can even set the bin on a 2x12 and trace the sheet arc on the 2x12 to make a header that matches the curvature of the bin wall. When you are finished spray foam the inside and it will seal against the concrete pad. We are in the process of adding a 10x8 rollup door to our 18' 3 ring that will be used for storage.
