I know a guy with some experience with autonomous payload delivery/design.

Cost-wise, Guy says fixed wing is the only way to go, you need a short runway with some sort of a launcher, and you catch it landing with a net.

I assume the FAA will have a cow about something that could do this on a commercial scale.
