What you need to focus on is the brands that are used in quality laptop packs, which include Panasonic and LG. There are a couple others. Any sort of hellfire, angelfire, or any other fire batteries will be JUNK.

I have done extensive testing on batteries and found some from a laptop pack that had not been used in many years out performed some china junk by a factor of 10! Do NOT go by the mAh ratings because the good ones rate them honestly. 2800-3000 is usually about it.

For chargers, no they are not equal. You need to ensure your charger does not top off at too high of a voltage or you will damage the cells. Also, many cheap chargers just trickle the batteries, but the 18650s will easily handle much faster charging. 1hr for a dead one is not even considered a fast charge and will no hurt the battery at all. 12-24hrs is just ridiculous.
