government pond layout question

Subject: government pond layout question


I was helping our neighbor push some dirt on a government pond he was working on. This is his first goverment structure and I had a question on how they mark the toe of the dam on the bowl side. Since they flag the toe of the dam before any dirtwork starts, I assume they are marking the toe where the 2 1/2 to 12 slope ends of from the top edge of the dam. However, since you need to dig down past the flag to move dirt up to the dam, how do you then project where the toe should be to maintain the proper slope?
