Here, we need something growing in the spring to suck up the moisture that tillage use to get rid of.....

It seems like farmers here needed to "learn" that they could plant through that cover and that their crop would grow. I know more than a few that were really, really nervous no-tilling into a cover crop who now do it without even giving it a thought.
