Subject: Fall hayfield burndown

I have a crappy stand of grass hay on sandy hills that I want to reseed to hay. I have a couple options that I can think of next week after this 3rd cut is picked up.
1) Fall spray and plant cereal rye, reseed hay next August after rye.
2) Fall spray spring plant oats reseed after oats come off next August
3) Fall spray and replant hay stand in spring.
I want to no till all of these options. Volunteer rye or oats concerns me when planting the hay after harvesting for grain or hay. Also anything besides round up needed for a good fall kill? Location northern Indiana. Was going to fall seed this year but no moisture.
