Subject: Corn pricing in Laymans terms please

Help me understand what is going on currently. The local elevators are running a -1 to +7 basis on Corn. But come Oct bid they fall to a -16. So what is the reason to be encouraging grain to be brought to the elevator, esp right before they know a whole lot of it will be showing up in a month? Are they just trying to spur sales to get guys to move it? thus making room at the local level? Or is there a real lack of corn that is not being mentioned, due to last years prevent plant acres? I havent followed the markets too much lately, as I dont have anything to sell. Lol Just asking. Thanks
