Generally, yes, that is true. That is why parity prices are so crazily high compared to actual prices. Parity prices use an index based on the 1910-1914 time period, when yields were a LOT lower.

Parity prices:
Wheat: $16.60
Corn: $12.60
Soybeans: $31.50
