To answer your original question. Sorry I didn't earlier.

If tons per load is the same and dry matter content is the same across all plants then price equivelency would be an $ amount per ton modifier from least mileage plant:

Required price discount
= -($/ton dry matter content/mile X (Site A - Site least miles))

To add dry matter variation would be a function of tons dry matter hauled per load and miles to result a cost per mile per ton dry matter.
