You don't want to spray in the morning when you have a temp - dew point spread of less than 2 degrees because you can have inverse type drift and it's too wet. Then after its warming up that moisture is shrinking and may help as a spreading agent. Rolling off the leaf is not a very good thing usually. Spraying later in the day you are losing some percent to evaporation. Also the plants may not take as much in and you may have increased UV breakdown.

So some leaf moisture is good, too much or too little can be detrimental to a varying degree.
