They may be in a different country where parts are hard to get.
If you do get parts to fix correctly put #17 inside a spray paint cap overnight to compress them a bit and this makes the sealing rings easier to align and slip in without damaging them.
I had that all apart in our 9000 when #18 blew the back off and the tractor wouldn't move.
