My hypothesis is that the cut hay field warms up more quickly than other fields and whatnot surrounding it and the rising air creates thermals that results in the whirlwinds.
I recall the summer of '93 driving in northern Oklahoma and seeing dust devils almost stationary carrying red dust a few hundred feet into the air over freshly worked wheat ground. That was one hot and dry summer in that area.
