The CV19 test is so specific it does not show antibodies people have built up from other corona (cold) virus. Therefore the low immunity coverage of the population is not accurately showing the number of people that have immunity built up from similar corona viruses. In other words, herd immunity will happen long before the covid tests will show herd immunity. A lot of people already had immunity from previous exposure to similar virus. The virus is not nearly as "novel" as was first believed.
