Texas/New Mexico Stateline | What I don't understand is Congress is abdicating their responsibility. The way I read it they are basically giving secretary of Ag a check and saying "spend it however". This is a really bad precedent. What if some future Congress gives a check to FBI, EPA, IRS, Dept of Defense, etc and says "spend it".
Obviously trying to position themselves to have denialibity with the voter. "Why I would never vote to spend money on THAT!!! Talk to the EPA, they are the ones responsible....."
