Its rust. Planted oats over alfalfa a few years ago. Oats were looking pretty good so I thought about swathing it and combining for grain. But the weeds became a problem so I cut the outside rounds and baled that. Came back to cut the rest and my haybine looked just like yours, bright orange. A neighbor that raises seed oats said you have to spray with fungicide.
