How about aerial photos?  If the government is taking aerial* photos yearly, they probably have a method to identify which fields are likely to have cotton in them.  Then, it is a matter of sending someone out to verify.  That would be my guess.

* - maybe I should have said "Satellite photos", instead of "aerial photos".... same principle.
