Are you shutting your agitation off when tank gets low?. I've had issues with fomesafen foaming when adding it thru the sprayer eductaor but not when adding thru the inductor on the tender trailer
According to "Tank Mux" your mixing order is correct if it's how you have it listed in your original post.
