I've never heard of a carrier that rubber banded the letters together, seems like an unnecessary effort.
My dad did it for some of his elderly mailbox customers. Banded all the mail, flats and letters in a tight bundle. Told them to collect the rubber bands and put them back in the box every couple weeks to be reused.
