Insulated container with cool pack sounds promising.
A shut off phone won't create as much heat so pack will last longer and won't rundown battery trying to maintain/get a signal from inside the insulated container.
Maybe also one of those sun shields to reduce heat load from sun?
(unless parking is already out of the sun)
