Central KS | Here's the explanation I heard years ago. It may or may not be correct. It may be correct for some areas but not others.
When different tribes met each other, it was customary to give gifts during the parley. At the end of the meeting, the gifts were returned. When whites first met with natives, they accepted the gifts and kept them. They were surprised to learn that the natives expected to get them back. | |
