On all the systems I've owned and setup, the small liquid line that goes back into the heat exchanger to provide cooling has been tee'd off at a location AFTER the flow meter so it too has been measured. As mentioned the vapor exiting the heat exchanger is directed to the ground so it is not wasted. A couple of knives have the vapor tubes on them and could possibly receive a bit more product than the others but the amount is negligible as the holes in the knives are not very precise anyway.
Actually I have a used Raven system without a display on an older bar in my shed which I would sell. I hire a friend to apply my NH3 lately as he has a large tractor and bar of his own.
