Talk to most any one who develops heifers and trys to get them bred in a tight window they have plenty fall out right away. I know when we try and only run bulls with heifers for 45 days you are going to have several head to the feedlot when you preg check 45 days after bulls come out. I never worry about why they wont breed. Just get an implant in them and on full corn as fast as possible and get them hung up in the Dec-Feb time line to usually line up with the high fat cattle price of the year. If you have not over developed your heifers these open heifers will flat put on the pounds quickly.
My guess is you will get lots of different opinions on why she did not breed. I would encourage you to use it as a teaching experience for a future cattle person, drop her, and go buy a bred heifer or heifer pair and move on. Some times Grandpa just has to help fund this learning experience....oh well.
