Subject: Question on Tomato Diseases in Colorado

coast of Maine
I know about diseases here but family in the Grand Junction area asked me.Do late blights and other tomato diseases lie dormant in Colorado and come every year or are they killed by winter temps. Here our late blights are usually spread by winds from more southern areas.
