Most prairie grasses are warm-season perennials. They can tolerate high rates of atrazine with no negative affects. I would also think that they could handle the occasional dose of Dual or similar germination inhibitors.
So, perhaps some combination of atrazine and Dual (or even Zidua) in late summer or early fall, just before the cheat is germinating.
