Instead of a separate gooseneck ball on the tractor, get one of these:

A single axle tractor is short enough from the rear of the frame to the Kingpin hookup, that it will clear the trailer when turning. This puts the load in the best spot for load balance on the tractor.

For the receiver hitch, I have found that the frame on my single axle semi was the same as on an F-450 Super Duty. Bought a used hitch that was bolted to the frame of one, and it matches up to the semi frame, it isn't too far off height-wise either, will just need to get a stem with a different drop. The one I got is very heavy duty, the frame weighs about 90 pounds. All I need to do is drill a few holes in the rear frame area of my semi, and it'll be good to go. Paid $20 for the salvage receiver frame, with almost zero rust on it.

What's your budget for the tractor? I bought mine privately, for $2500. It is nothing to brag about, but so far has run well and taken under $500 in repairs for the year, has almost no rust, and decent tires on it. I see them at dealerships, with a warranty, starting about $9K and up, a little less if you don't need 300 hp or can live with an older unit.
