I had a box on a domain that kept setting itself to 1 hour off. Even thought it was XP SP3, it didn't seem to have the daylight savings time change patch. I tried the patch Omar listed, but that didn't fix it. I then found a utility called TZEDIT that will let you set the dates when DST starts and stops. I changed that setting, rebooted, and the clock is correct now.
