Settings—-sound and haptics
There’s a couple settings to check so look through them. I’m wondering if towards the bottom do you have “lock sound” unchecked.
I have an iPhone 6 and DO NOT have that problem. Out of curiosity, I went to Settings/Sound and the very last item is "Lock Sound" which was ON for me. If yours is not ON, I would try changing it.
