So what's the problem? It would appear to me that the laws are working exactly as intended....keeping the management of the non-profit from bleeding it to death.
Well, the only problem I see is that it is a governmnet decree. Why should some government dict-o-crats tell someone how to set up their endowment?
If a donor wanted it set up an endowment that can't touch principal, I'm sure that it could be set up that way. The way it is, the government is dictating the way endowments need to be set up.
