It isn't about the tools you are using... it is about the end result of using those tools- erosion. "Approved conservation systems" vary based on local climates, crop rotations, yield levels(amount of residue produced or removed), types of implements, timing of field operations (fall-spring-planting etc) and soil types and slope classes. Even planter attachments, such as wavy coulters, trash whippers, etc should technically be considered.

The current way NRCS is supposed to be evaluating conservation tillage systems is with RUSLE2, which is a computer program that can be used to take all these variables into acount to come up with an estimate of erosion levels. A lot of NRCS technicians aren't even capable of using RUSLE2 properly.

I'm not familiar with your crop rotations, soils, or climate, but here in Iowa that type of tillage system would be just fine for cornstalks on almost any slope, but may have trouble passing if beans or another low-residue crop preceded.
