There is no Image Resizer Powertoy for Vista, but you can use Irfanview or VSO Image Resizer

Don't know exactly what Gadwin PrintScreen is, but I'm assuming it lets you take custom screenshots. You can use free MWSnap instead, or pay for SnagIt.
