Well, as mentioned earlier, start out by center punching the center hole and then mark the outside six holes. Depending on your tolorances the 2.25" center hole could probably be cut with a hole saw. Then use a band saw or jig saw to cut the outer edge. BTW the radius of the bolt circle should be the same as the distance between the 6 outer bolt holes, if I remember my geometry. A belt grinder works great for truing up the outer edge with a simple jig. When machining/drilling and sawing aluminum using aluminum cutting fluid will make things go much easier.

That said, less than an hour in the dentist chair for a cleaning by some dental tech with a 10 minute look-see visit by the real dentist cost me $115, so the $110 the fab shop wants is not too bad in the day in age. The set up for one part takes a long as makeing 100 of them. A CNC mill could cut out your piece in no time flat once is is programmed.
