put the seed in a 6 ton broad caster and get running, chase it with the VT to seed it.
OM is built with reduced tillage and roots in the ground. residue on the surface isn't a big contributor to OM. residue is to protect the soil from sun, wind and traffic. also food and to help water get into the soil.
