Never a cultimulcher but back in the days of 30" row soybeans we got a 3" downpour on a field of just planted soybeans. This dirt was very low organic matter. Packed like concrete when the sun came out the next day. We tried a rotary hoe and it did nothing.
Finally we took a 15" Deere BW disk and roller and lightly disk it cross says. We lucked out and got another 1/2" of rain. As I remember it every bean came up. It was probably luck but it worked that time.
