How can you tear up a stand that hasn’t emerged? You’d just be moving seed around and it will grow eventually. This has been a year of tough decisions and no right answers. Residue managers set to remove the dry soil so you can get to moisture at the desired depth is the best way imo. I think you need to leave it and hope it rains soon.
