3 inches of sag sounds like an awful lot to me. Of course when I put mine in I was worried about anything over 1/4 inch off of level. I would be concerned about the integrity of the pool with it sagging 3 inches on one side. I know it would be a lot of extra work but if it was me, I'd drain the pool and start over. You're probably going to have to do it sometime anyway.
