Think they just look at the county average somehow. You will not be able to out-guess what to plant b/c they do not want to affect your planting intentions based upon the payment.
If your county is 60% corn and 40% soybeans, then that is how they will apply the subsidy to your acres.
Say you had 100 acres: 60 acres of corn at $.12 and 40 acres of soybeans at $.93. Over three payments.
About my best guess right now.
this is the best interpretation IMO. nobody really knows but this makes the most sense to me. basically it does not matter what you plant this year or what you planted last year, everyone will get a payment based of county crop ratio corn/beans times your amount of acres. amount is yet to be determined.
