We use cattle panels for strength, but cover them with metal barn siding. The water pushes them up, and all the brush/junk slides under them instead of catching and dragging them down. The cable needs to be higher so the panels can pivot up out of the way when the water gets up.
The pics of the cable and chains look neat, but our cattle would walk right through those, hot or not.
