What's a ditch row bush?
I haven't seen anything that I've sprayed with remedy/2-4d that hasn't died, provided I've gotten about every leaf covered. I use a qt of remedy and a qt of 2-4d per 15 ga of water and add bean oil with a little Dawn.
How to (really) kill bushes?
