t does mention PAL in the specification, however cheap Chinese items like this often have details pasted in by sellers who don't have the first idea about the item and might barely speak English.
They do make it sound good, looks like we could use them to have an International video conference!

It might be worth trying to re-install the drivers(?) or whatever is on the disc, or try it on a different PC if possible, some video cards might not be compatible (wild guess) If you are getting something out of it there is hope.
There might be some smart workaround using the hardware with different software altogether.

You will find by modern standards old VHS after transfer looks pretty bad, it will be similar to watching youtube on a large screen at 240p - then add in all the flicker and jitter ....Worth persevering though, those tapes will not last forever even if stored in perfect conditions.
I did transfer some directly from a VHS Player to a DVD recorder a few years ago and 10 year old VHS was definitely losing quality with audio being a particular problem area.
