If it turns easily when hot, that is a good indication it's bad. I believe a good test is to check fan pulley speed with a handheld tachometer, and compare that to clutch drive speed. It can be tough to get a good reading, but it can be done. I believe fan speed should be about 80-85% of fan pulley speed. They do not lock up fully.
