Briggs, you are right. Say you have 100 lbs of 15% corn. That's 85 lbs of dry matter and 15 lbs water. 28% corn is 72 lbs dry matter and 28 lbs of water.

The wet corn in this case is 72/85 of the dry matter of the dry corn. So ~84.7%

(100-wet moisture)/(100-dry moisture) will get you the correct adjustment factor. Just multiply dry price by the factor to get wet price.
