I've tried them both ways and I prefer interlocked. If they are staggered, the only time they run the same depth is when the holes are level with the ground. Also, had problems with one side plugging when they were staggered. Very few issues with them interlocked and I like the good even job they do of cleaning the row. My $.02 fwiw.
