What about a tire tank? Not a scraper or ore truck tire but a payloader tire? Throw a cover on it, maybe just fill with hydrant (turn it on then turn it off (no float), you likely wouldn't need a heater. They're stout enough that if frozen over you can bump 'em with pickup or loader and get the ice out!
