Backfill to near the top of a wall is feasible if the designer knows that it will be backfilled. The reason is the need to move the position of the steel to the tension side of the wall. The load is year round for the backfill and periodic for the manure. Where the wall has no backfill, the steel position would change to work for the periodic loading from the manure. Here in Michigan we would backfill with porous, granular material for drainage, sand.
