Sioux County, NWIA | We get along well with buffered proprionic acid and big squares. Your upper moisture limit is going to be around 27 percent. You have to remember that hay baled that wet is still wet and needs to be stored in such a fashion as to allow the moisture to escape, else there could still be heating a couple months after baling.
