The water heater should only run one element at a time and then only when the water has cooled below the thermostat settings. Probably should trip the water heater circuit breaker while running on the generator. Those 4500 watt ratings are for running on 240 volts. I have a similar heater but I supply it with 120 volts so each element draws 1125 watts. Works for me living alone. I have also wrapped the water heater with plastic encased 3-1/2" thick fiberglass insulation top to bottom to reduce the heat lost through the tank walls. Much more effective insulation that the original 1 inch of fiberglass inside the metal shell.
